Oregon addiction recovery has taken two major steps toward closing the funding gap for addiction recovery housing and treatment services in Portland.
Fora Health broke ground on their new recovery housing campus in Southeast Portland on January 9th. The CARF-accredited addiction treatment provider also received state backing for a new recovery facility in Clackamas County. This is a project they’d previously had to pause due to lack of funding.
Recovery housing is often a critical next step for people recovering from drug or alcohol addiction after detox or inpatient treatment.
Finding Funding for Portland Recovery Housing Initiatives
It’s no secret that these initiatives wouldn’t be possible without the funds to build the facilities. The Oregon Health Authority and Governor Tina Kotek have been instrumental in ensuring there are resources to cover the building costs.
Kotek declared a state of emergency for homelessness soon after she took office in 2023, citing the overlap between housing instability, addiction and behavioral health crises across Oregon. She has since renewed that executive order with an addition that directs funds to the Clackamas County “Recovery Campus.”
With 6 acres of land, their campus will include 16 beds for medical detox, 24 beds for inpatient addiction treatment and 36 beds for transitional recovery housing. They are also set to be operational from 2027.
The Southeast Portland facility received $4 million in federal American Rescue Plan Act funds from OHA. It will have 23 double rooms, giving them capacity to treat 46 adults at a time. They hope to open the facility in 2027.
The Role of Housing Stability in Addiction Recovery
For addiction treatment to be as effective as possible, it requires a measure of stability and structure. This is especially true for intermediate stages of recovery when clients no longer need intensive support and supervision but may not yet be ready to live independently or fully reintegrate into their community. Aftercare support is often integral to lasting sobriety.
By investing in supportive housing, Kotek is creating a stronger behavioral health system for Portland residents. They have access to the initial stability that makes transitioning from treatment to sustained recovery possible.
Without stable housing, people recovering from addiction face a significantly higher risk of relapse, overdose, and disengagement from ongoing treatment.
