People searching for addiction treatment centers around Ohio now have a new local option. The Ohio Recovery Collective opened its doors in Jefferson County this month, offering outpatient addiction treatment for Steubenville residents.
Executive Director Eric Birkheimer has worked in the addiction treatment field for 15 years and plans to bring private-sector options to the Ohio Valley.
“Essentially what the Ohio Recovery Collective is, is its outpatient therapy. You know, we are SUD oriented.”
The New Center
The three levels of care form a step system tailored to their situation. A partial hospitalization program provides structured treatment most of the day while the person lives at home. Lower levels of outpatient therapy revolve around individual and group sessions.
The Ohio Recovery Collective merged with Quadrant Health Group back in 2025. Birkheimer pointed out the partnership has strengthened the center’s infrastructure in its first weeks.
“Getting linked up with them, you know, kind of get rolled into their infrastructure has been absolutely incredible. They’ve been in the past couple weeks really helping us take this product to the next level.”
A Staff With Lived Experience
Birkheimer has been sober for 16 years and his mission is personal. Staff members collectively bring 120 years of sobriety, and they can understand their patients’ experience.
Therapist Jenna Porter has had four years in the field and 12 years sober. Porter relayed, “If we can just give them a glimmer of hope and let them know that there’s a better life out there, then that’s what it’s all about.”
Lived experience on staff isn’t a substitute for clinical training. But researchers consistently find that peer connection improves engagement in treatment, particularly for folks early in recovery who distrust systems that have failed them before.
Signs of Addiction
Addiction shows up as patterns rather than single events. Common signs include needing more of a substance for the same effect, withdrawal symptoms when stopping, spending significant time obtaining or recovering from use, and continuing despite harm to their personal lives. Behavioral changes such as secrecy, shifting social circles and neglecting responsibilities often appear before physical signs do.
In Jefferson County, opioid and stimulant overdoses have tracked above state averages in recent years. Staffers know that catching those patterns early widens the options.
