What happens when someone taking drugs walks up to a police officer and asks for help instead of hiding? In Michigan, the answer is the Angel Program. The Michigan State Police say the initiative is reaching more people than it used to.
The department’s Angel Program logged 246 calls and 21 intakes in 2025. That translates to one life saved via addiction treatment rather than routing them into the criminal justice system.
The Angel Program Works
The Angel Program lets anyone with drug or alcohol addiction go to a Michigan State Police post and ask for help. Officers connect the person with treatment providers and partner organizations. Participants can surrender drugs and drug paraphernalia without facing charges related to those items.
The approach inverts the usual logic of a police encounter. Rather than treating addiction as a law enforcement problem first, the program regards it as a health issue and uses the police post as an entry point to care. Michigan’s was the first state police agency in the country to employ this model statewide.
Treatment Over Charges
Decades of arrests as a form of response to addiction produced high incarceration rates without reducing drug use. Research and practice have increasingly pointed toward connecting people to treatment as both more humane and more effective. Otherwise, people are left to find resources on their own, and those services may be scarce.
